The Pact of the Seven Part World was an agreement between The Seven survivors of the Universal War to divide the 777,777 universes between them, granting each 111,111 universes. The Pact was agreed to immediately after that conflict called the Universal War where multitudes of empowered Demiurges slew each other.
The Unconquered Realms are assigned to a Demiurge but have not yet been subjugated. The Earth Allison comes from is said to belong to Mottom, for example.
The Pact is not a peace agreement. The Seven Demiurges are each aware that conflict and outright war could erupt between them at any time. The fact that Zoss transferred his master key to Allison could disrupt the pact as it is a source of power even greater than those keys wielded by the Seven. KSBD 3-48
